Historical background
[editar]In 2022, Wikimedia Portugal began a process of professionalization that allowed it to have two full-time professionals, thus increasing the association's sustainability as well as the planning and execution of its activity plans. While in 2022 the activity and organizational level increased intensely, the transition from a purely voluntary associative model to a professional one brought extra challenges that the association was not prepared to respond to beforehand, namely conflict resolution, as well as staff management by an entirely voluntary board. The year 2022 was therefore a year of learning, where the attempts to integrate the professional body sometimes clashed with the different expectations that existed from this process. It was also the year in which the WMPT was involved in numerous academic projects, thus marking a turning point in the history of the movement in Portugal.
2023 began with the desire to bring the community back together, which happened with WikiCon, and was marked by the resurgence not only of WikiCon, but also of WikidataDays, both of which had only one previous edition. At the same time, it was a year of internal consolidation, in which the staff and board solidified internal processes and defined areas of activity, while at the same time consolidating the calendar of activities.
Introduction
[editar]While 2023 saw a consolidation of internal processes, 2024 brings us new challenges. Strengthening ties with the academic, scientific and technical communities, the culture and free knowledge communities, as in previous years, is a priority, but in 2024 one of the main objectives will be to bring the WMPT closer to the Wikimedia community, by holding events for socialising, training and internal debate.
STAFF
[editar]- Project coordinator - The main role of the project coordinator is to manage Wikimedia Portugal's portfolio of projects and provide technical and functional support to the Association's Board of Directors. The coordinator will work closely with the board, providing support in technical-administrative functions, preparing activity and progress reports, managing partnerships and seeking funding, boosting social networks, and the day-to-day management of the association's projects, among others.
- GLAM programme manager - The main role of the GLAM programme coordinator is to act as a link between the Wikimedia community in Portugal and Wikimedia Portugal's partner institutions, whether current or future. Deepening knowledge of the Wikimedia universe, disseminating it and supporting the development of projects are among the priorities of his duties, as well as supporting the association's communication, with a special focus on publicising and promoting the movement's projects, technologies and events.
- Communications manager - This new position (part-time) will allow the association to increase its capacity in terms of internal and external communications, namely communication with members and publicising activities through employee contacts, the press and social networks.

Financing
[editar]The strategy of diversifying the association's sources of income will continue into next year. We intend to apply again for funding from the Wikimedia Foundation and are considering multi-annual funding. We will continue with our application for public utility status, which will allow us to access funds from the Portuguese state and the consignment of IRS in favour of the WMPT.
Internal funding will be another priority, and a change in membership fees from €0 to an amount to be defined is being analysed. Training plans are also being developed which could also serve as a source of income for the organisation.
Communication plan
[editar]In 2024 we intend to take a leap forward in the way we communicate, both internally and externally. To this end, it will be invaluable to hire a communications professional to help with these tasks, with the development and implementation of a general communications plan, as well as specific plans for activities.
It is also intended to continue designing and acquiring promotional and support material in order to increase WMPT's visibility within the events, as well as creating a dynamic involving its brand.
In addition, and as recurring activities, communication actions will also be geared towards:
- Keep the content of our website and associated microsites up to date.
- Issue a monthly newsletter
- To publicise our activities on the social networks where we are present, namely Telegram, Mastodon, Twitter, Facebook, Instagram, Linkedin and Youtube, in order to reach different audiences and increase the number of followers. To this end, appropriate materials will be created for each of the platforms, namely video content.
- Investing in partners who will help us publicise specific projects to the public who will be interested in them from the outset, as is the case with Wiki Loves Música Portuguesa, which has the support of national radio station Antena1, or the publicity that CIIMAR has given to projects such as Wiki Loves Earth.
- Production of materials for presentations to be made available through Commons and social networks.
- Production of printed materials such as flyers and posters to publicise events locally.
Action programmes
[editar]Empowerment and community building
[editar]The Wikimedia community in Portugal is dispersed and poorly organised. The aim of this programme is to develop and cultivate a sense of community among editors and enthusiasts, as well as to promote healthy and productive relationships between the members of the Wikimedia movement.
Another important point is the training of community members, with a series of in-house training sessions. These trainings will aim to increase technical knowledge of the projects, but also help develop other tools such as leadership and project management, or conflict management.
The main events of this programme are:
- WikiCon - This is intended to be the big annual gathering of all wikimedians in Portugal, where they can meet, socialise, share and receive knowledge. In 2024 we want members to feel closer to the event, with several periods of consultation and listening to the community planned during the preparation of WikiConPT 2024.
- Wikidata Days - Although also an Outreach event, Wikidata Days will be the big event that brings together the editors who work on Wikidata.
- PortoMeeting - Organised jointly with Wikimedia Spain and CODA / FLUP, this is an Iberian meeting of Wikipedia projects in minority languages. It had its first edition in 2023, and aims to become a bridge between the various linguistic communities, and by combining efforts, foster these communities.
- WikiEncontros - For 2024 we intend to start a series of local Wikiencontros, small local events for wikimedians to gradually get back to socialising in person.
- Free Software Festival - The WMPT was one of the driving forces behind the 2nd and 3rd editions, and next year the commitment will continue. The event will be important to start bringing together the small technical community in Portugal, and will also have an outreach profile.
- Training plan - a training plan is being developed, which we hope to start as early as 2024, and will also focus on members who already edit projects and want to develop their skills further.
- Activities at the National Library of Portugal - We would also like to highlight the partnership we have had with the National Library since 2018. As well as providing venues for training sessions and hosting events such as the celebration of Public Domain Day and the Wikidata Days Conference, the library has facilitated contact with various municipal libraries, including the municipal library of Évora. At the same time, it will continue to donate its open data to Wikimedia projects and activities are planned with the EOD Network.
Outreach and attract new contributors
[editar]The Outreach programme has been one of our most successful, with a growing number of participants who continue to contribute to the projects after the campaigns and events have ended. Our partnership with CIIMAR in organising and publicising Wiki Loves Earth Portugal has made a significant contribution to this, through photographic exhibitions in locations that allow us to reach new audiences. In addition, the work carried out as part of Wiki Loves Music has enabled us to publicise wikimedia projects to specific audiences. All these efforts are beginning to bear fruit, as various public and private organisations have shown interest in establishing partnerships with us.
- Wiki Loves Monuments and Wiki Loves Earth - The photographic competitions are one of the biggest sources of images of national heritage and also attract new contributors, both through the competition and through the complementary activities that are being developed, such as exhibitions and Wikimedia Commons workshops.
- WLM and WLE exhibitions - The collaboration with CIIMAR has led to three major exhibitions with WLE photos, and two more exhibition collections that are travelling around the country in FNAC galleries. These partnerships are to be maintained, extended to other fields and for internal training on how to reach other audiences. On WikidataDays 2023, we inaugurated another exhibition, the materials of which we intend to show around the country.
- Free Software Festival - The 2024 edition will most likely be held at a university. If confirmed, it will be an opportunity to try to reach out to this academic community, especially those most interested in free culture and free software. At the same time, interaction with other communities has been extremely beneficial, so we intend to continue creating and strengthening these links. In terms of Wikimedia projects, there are specific ones that are of particular interest to the FSL's target audience, namely the more technological ones such as Wikidata or Toolforge.
- Wikidatadays - For the third edition, the aim is to better define the target audience, what is required and to improve the process.
- Wikimedia Academy: intensive and specialised training (mediawiki software, wiki tools, free licences, among other topics), designed for the academic world and open to the community of editors.
- Wiki invades X - a photographic marathon, usually lasting a day, in which participants compete to take as many photographs as possible of specific points in a given location for the Wikipedia articles that need them, which can be supplemented with workshops and other activities for the local community.
Partnerships
[editar]GLAM Partnerships / Academia
[editar]The GLAM programme builds on the previous axes of community training and outreach, with a focus on GLAM and higher education institutions. The priority is to nurture existing partnerships: NOVA FCSH, FLUP and BNP, developing specific activities for each of them. Following on from the work done so far, the biggest focus is on training and capacity building for professionals who can integrate wiki platforms, tools and good practices within their institutions. In addition, we will work to maintain content partnerships with these and other institutions willing to provide data, image banks and other materials for the various Wikimedia projects, or to integrate their data repositories into Wikidata
To this end, we will provide training on the use of tools for interacting with Wikimedia platforms, such as Open Refine, which allow large image catalogues and associated metadata to be shared free of charge. The training will also include training on copyright, namely the importance of free licences for the wide dissemination of cultural works and their correct use in Wikimedia projects.
The training sessions will cover not only teams from the FCSH's research centres but also teams from other entities, including the National Library, FLUP, and municipal libraries (Évora and Vila Franca de Xira libraries).
No caso específico da comunidade académica, e tendo como público-alvo os investigadores, está a ser desenvolvido um programa de formação pensado para eles, com base no conhecimento adquirido sobre as suas necessidades ao longo do ano anterior. Este programa consistirá em sessões de esclarecimento/apresentação das diferentes plataformas e ferramentas disponibilizadas pela Wikimedia e também em workshops práticos de iniciação à edição em diferentes projetos. Como forma de otimizar recursos está prevista a realização da segunda Academia Wiki, na FLUP, em maio.
Para chegar aos estudantes universitários, serão realizadas várias atividades, nomeadamente sessões de apresentação de projetos Wikimedia a estudantes e investigadores da FLUP. À semelhança dos anos anteriores, apoiaremos a Wiki maratona sobre Cultura Catalã promovida pelo curso de catalão da FLUL com o apoio da Amical e do governo catalão.
Partnerships - similar movements
[editar]Throughout 2024 we also intend to increase our capacity to work in partnership with other European Wikimedia chapters (Spain, Germany and Italy), and to continue to support the work of Wikimedia Europe at EU policy level. Wikimedia Portugal has a long tradition of working with different groups and communities. On Wikipedia's 20th anniversary, Wikimedia Portugal and Wiki Movimento Brasil began organising the Lusophone Wiki Party, which would involve 6 other organised groups from Portuguese-speaking projects.
We have thus taken on Wiki Movimento Brasil as our strategic partner and maintain a close relationship with WikiEditorasLX, a group of publishers based in Portugal. Wikimedia Spain is another strategic partner with whom we are in close collaboration. At the beginning of the year, we will be celebrating Public Domain Day with them and in May, we will be holding the second edition of Porto Meeting, a conference centred on minority language communities in the Iberian Peninsula, designed to create an Iberian Network to support minority language Wikimedia communities and share needs, strategies, projects and experiences.
We would also like to highlight the partnership we have had with the National Library since 2018. As well as providing venues for training sessions and hosting events such as the celebration of Public Domain Day and the Wikidata Days Conference, the library has facilitated contact with various municipal libraries, including the municipal library of Évora. At the same time, it will continue to donate its open data to Wikimedia projects and activities are planned with the EOD Network. We intend to sign a protocol with the Lisbon Library Network (BLX) that will allow us to reach new audiences; we will also collaborate with the Association of Mirandese Language and Culture (in this specific case to revive Wikipedia in Mirandese) and with the Portuguese Association for the Safeguarding of Intangible Cultural Heritage (UNESCO Intangible Cultural Heritage).
Wikimedia Portugal is now a pillar of the national free culture movement, so we reach a wider audience. We develop activities with our local partners such as the National Free Software Association (ANSOL), Ubuntu Portugal, OSM, OSGeo, D3 - National Association of Digital Rights, and many other communities. Among the activities, the highlight is the Free Software Festival, the largest national event for free-spirited communities, which brings together more than 50 communities in the same space. The main partners we started the year with are the following:
- WMBR: a strategic partner within the Portuguese-speaking community with whom we maintain a close relationship, and with whom we hope to organise activities, training sessions and more. This will perhaps be the link we want to strengthen the most in the coming year.
- WMES: a strategic partner with whom we maintain a strong collaboration, which translates into the co-organisation of events such as the Porto Meeting and the Public Domain Day Celebration.
- D3: we maintain a close relationship with D3, we rely on their support for our projects, namely training and clarification of doubts involving issues such as copyright, privacy, digital rights, among others.
- ANSOL: a long-standing partner, we share with them the defence and promotion of the use of free software, to which end we have made joint efforts to organise activities and events such as the Free Software Festival and Internet Day.
- CCPortugal: like D3, we rely on their support for our projects, namely training and clarification of doubts involving copyright issues, free licences and the like.
- WMFR - Lingualibre: a partnership under construction, the aim of which, like the previous ones, is to develop technical skills with regard to the Lingua Libre audio recording programme, which we intend to use in projects involving minority languages.
- German Wikimedia (WMDE): another strategic partner that will have a strong impact on developing the technical skills not only of the association's members but also of our GLAM partners. This will take the form of training sessions on mediawiki platforms, wikibase and other wiki tools, as well as technical support for specific projects, such as e-viterbo.
Wiki Loves Portuguese Music (WLOVMUSPT)
[editar]Wiki Loves Música Portuguesa, a project created in 2022 with a focus on improving content about Portuguese music on the multiple Wikimedia platforms, including Wikipedia, Wikimedia Commons (multimedia archive) and Wikidata (open and interconnected database), became the association's flagship/strategic project in 2023. Easy to communicate, it is developed in partnership with other organisations, in a broad effort that includes traditional music, classical music and, of course, contemporary popular music.
This project has made it possible to reach new audiences and create new partnerships, namely with various research centres at the NOVA University of Lisbon's FCSH, Antena 1, the National Library of Portugal, the Faculty of Letters of the University of Porto, among others. This will allow us to reach out to new institutions in the future and, at the same time, maintain regular long-term activities that centre mainly on training new editors.
Among the activities to be carried out as part of Wiki Loves Música Portuguesa are: editathons, photo challenges, workshops, intensive courses aimed at anyone who wants to learn how to create and improve articles on Wikipedia and is interested in contributing content to Commons and Wikidata, among other projects.
In the specific case of Antena 1, we plan to strengthen this relationship through training programmes for its staff. The possibility of a more formal partnership has been broached and talks are underway. We are also in talks with the Lisbon Municipal Phonotheque. Among the new partners already confirmed are Arquivo.pt, with whom we will collaborate on researching sources and preserving references on Wikipedia, and ZigurFest, with whom we will work on making their photographic archive available.
Governance and leadership training
[editar]By 2024, the internal work team is expected to have stabilised, with more defined and routine flows of information and tasks, enabling the plans to be put into operation effectively. Nevertheless, the intention is to continue with internal operational cohesion, focusing on training, which will be extended to members of the community whenever possible and justified. The main axes will be:
- Amendment of the statutes and internal regulations. - A process is underway to review the association's regulations.
- Start the process of drawing up a strategic vision document for the WMPT.
- Internal and external training sessions on governance, advanced editing in projects, project management, involving various partners, including WikieditorasLX, WMBR and WMES.
As part of the training sessions, in which we intend to involve various partners (WikieditorasLx, WMBR, WMES, D3, Creative Commons), at least 20 members of the community will receive advanced training in Wikimedia project editing, communication and dissemination, conflict resolution, event coordination management, partnership strategies and volunteer-centred capacity-building activities.
